Welcome to the Carolina Cabinet, Cumberland County's smartest hour of talk radio. Peter Pappas and Laura Mussler sit down in studio with Troy McDuffie, the Democratic candidate for Cumberland County Sheriff.

McDuffie traces a career that runs from the 82nd Airborne to the Fayetteville Police Department, where he worked patrol, child abuse and homicide cases. From there he served as chief deputy in Hoke County and police chief in Red Springs, then rebuilt the Spring Lake Police Department after it lost its police powers. He explains why he believes leadership starts at the top, and what small-town politics does to a police department.

Then Hope Mills, round two. The town is on the state's watch list with $3.47 million in operating cash against $6.18 million due before December, and firefighter positions are being held open. State Auditor Dave Boliek warns that without the state stepping in, Hope Mills could have ended up like Rocky Mount. The town board also voted 3–2 to go back to two-year terms, a change that doesn't take effect until after 2029. Plus: Cumberland County Schools tells employees to switch off recording smart glasses, adults charged after boarding school buses, and the math on the 41-cent gas tax holiday, about $362 million drawn from the state's inflation reserve.

Peter also takes apart a viral post claiming any mark a poll worker makes on your ballot disqualifies it. Also covered: new state laws that took effect October 1, including 12 weeks of paid parental leave for state employees; the 287(g) agreements signed by the Highway Patrol, SBI and ALE; and a rapid fire on the Crown, a proposed water and sewer district, SAVE-flagged voters, Fort Bragg and Cape Fear Valley's new pediatric emergency beds.

Peter makes it clear up front that this isn't a confirmation hearing, so there are no questions about how Collins would rule. They talk instead about how the job works. Collins says a judge's only question about a law is whether it's constitutional, and that the oath covers all of the Constitution, "not just the parts you like." He walks through North Carolina's 1971 Constitution and how voters amend it, and explains why trial judges weigh the facts while appellate judges work only from the record.

McDuffie says he'd keep the sheriff's office's new pay plan, which starts deputies at $54,735 and reaches top pay in 13 years instead of 23, and fine-tune it rather than start over. Peter presses him on why voters should change sheriffs if, as McDuffie said before the primary, there are no major problems inside the office. They dig into the detention center, its roughly $22 million annual budget, and the difference between sworn deputies and detention officers.

On ICE, McDuffie says the office will follow whatever the law requires. When a detainer turns up on someone, his deputies will contact ICE rather than let that person go. But he says the manpower isn't there for anything beyond that. He also talks about the vandalism of his campaign signs and why he believes he was built to lead.

First up is school choice. The General Assembly overrode Governor Stein's veto, and the table debates whether education dollars should follow the student or the system, what happens to the kids who stay behind, and whether private schools that take public money should answer to public standards. Strange, a former teacher, warns that the same benchmarks could drag private schools into the hole public schools are in.

Then the data center fight in Fayetteville: the right to assemble versus showing up at a council member's workplace, why a moratorium and a pause are not the same thing in law, and the water and power questions behind a multibillion-dollar proposal.

Miller, a Flint, Michigan native who came to Fayetteville with the Army and retired in 2001 after a 20-year career, puts one proposal at the center of his campaign: every senior takes and passes the GED to graduate. He argues an 89% graduation rate means little if students aren't at grade level, and that a graduate who can't pass the GED was failed by the school system. Peter and Laura press him on the numbers behind that claim and on what happens to students who don't pass. His answer: free continuing-education classes at FTCC and a corrected transcript once they do.

The conversation also covers the district's capital needs, Miller's case that Cumberland County has been shortchanged by the NC Education Lottery, his idea for yearly home visits by homeroom teachers (Laura isn't sold), consequences for students who assault teachers, and bringing hands-on trade programs back to the schools.

Byrd explains how a rough experience as a parent led him to homeschool, then into the classroom through lateral entry, and now into the school board race. His case starts with morale: teachers aren't breaking down over pay, he says, they're breaking down over what's happening in the classroom. He wants consequences that matter to students and parents, set as board policy, and he defends the lateral-entry and international teachers who often take the blame.

Peter presses him on how to grade the superintendent, the Manchester Elementary closure, an $800 million building backlog, and why families are leaving for private schools. Byrd closes on getting back to basics: multiplication by fifth grade, fewer tests, and a curriculum that stops reinventing the wheel.

Lovejoy explains why her own family's experience with the IEP process pushed her to file, and says a parent asking for an evaluation should get one in under 30 days.
